Jazz Fest. Widespread flooding. (Too soon?) We missed those world-famous events\u2014and the chaos that comes with them\u2014but our visit did overlap with Navy Week. We got a kick out of watching the sailors patrol the French Quarter in their dress whites, clutching daiquiries in brighly colored plastic cups.
